Any business with an annual payroll of over R500 000 may submit a Workplace Skills Plan (WSP) and Annual Training Report (ATR)
What is a WSP and an ATR?
- The ATR lists all the information about the training that was conducted for the previous year (which, at the date of this communication, will be from 1 January 2024, until 31 December 2024)
- The WSP shows which training you will be doing in the following year (which, at the date of the communication, will be from 1 January 2025, until 31 December 2025)
Why is WSP/ATR Submission beneficial to your business?
The Skills Development Levy (SDL) that the entity pays over to SARS is distributed to the different SETA’s.
Entities who provided training to their employees in a specific period (1 January to 31 December) submit their WSP/ATR Reports via an online platform to the SETA that they are registered with. These reports serve as the ‘claim forms’ that will enable the SETA to determine how much funding the entity should be paid. The amount that is paid by the SETA, to the entity (or ‘refunded’ to the entity), is determined by certain administrative and other rules, but are, for the most part, determined by the amount that entities have spent on training.
The following types of claims can be submitted:
Mandatory & Discretionary Grants
Your WSP/ATR Submission allows you to access mandatory grants, and you can apply for discretionary grants from your SETA, to help fund your training.
Learnership tax rebates
When planning your training for the year, always keep in mind that any registered Learnership can award your company with Tax Rebates from SARS. You can claim a Tax Rebate of R80 000 for an able-bodied learner and R120 000 for a Disabled learner. These rebates are allocated per Learner and can give your company a good financial boost.
Better BEE Scores
Skills Development is one of the key elements on the BEE scorecard, as well as the most beneficial when implemented correctly. Aligning your WSP/ATR to your BEE could be the key factor in gaining 1 to even 2 BEE levels.
Better employees for more productivity
This is simple – better-trained employees’ equal better productivity and can promote your business with employees who feel empowered by their employer. If employee retention is a priority, training is an effective solution to benefit everyone.
What information must I prepare?
An employee Profile: a list of every employee who works for you, with their occupational level, gender, race, and other demographic information you have. This information will be captured onto a spread sheet that we will provide to you
All training that has been completed for the period from 1 January 2024, until 31 December 2024.
All invoices, proof of payment and proof of training (certificates/attendance registers) must be filed, because you will be required to send this information as proof that you had conducted training
How do I know which training to implement?
You should analyse your business to identify skills gaps. Implement training that makes operational sense while maximising your chances of getting good funding.
The costs associated with both internal and external training expenses are included in the claim that is submitted to the SETA
